The Jobs Now Act of 2025 would add a two-year pilot program to the Workforce Innovation and Opportunity Act. The Secretary would award competitive grants to units of general local government or to community-based organizations. Grant recipients must use at least 50% of funds to retain employees who provide a public service and who would otherwise be laid off because of budget cuts, unless that amount is larger than needed to retain those workers. Remaining funds may be used to hire or train people for new public-service jobs (for local governments) or to hire or train people for public-service or private-sector jobs (for community organizations). The program encourages priority for veterans, people with disabilities, people receiving unemployment benefits, and dislocated workers. The Secretary must give priority to applicants located in areas with high unemployment, foreclosure, and poverty rates. Applicants must submit an application as the Secretary requires. The Secretary must report to Congress within two years after the first appropriation on how many people were hired, trained, or retained and on best practices.
