Housing Affordability Act

Full Title:
Housing Affordability Act

Summary#

This bill changes parts of Title II of the National Housing Act to change how certain FHA multifamily loan dollar limits are set and updated. The bill starts the new adjustment method on January 1, 2026. It tells the Secretary to calculate annual adjustments using the percent change in the Price Deflator Index of Multifamily Residential Units Under Construction (published by the U.S. Census) from March of the previous year to March of the adjustment year. The Secretary must publish any adjustments in the Federal Register and round adjusted dollar amounts down to the next lower dollar. The bill also replaces many specific per-unit dollar limits in sections 207, 213, 220, 221, 231, and 234 of the National Housing Act with the new dollar figures that appear in the bill text.

What it means for you#

If you are a borrower, developer, lender, or owner using FHA Title II multifamily mortgage insurance, this bill changes the per-unit dollar limits that help determine maximum insured loan size and changes the annual adjustment method beginning January 1, 2026. The bill lists the exact new dollar limits and the statutory sections where those limits apply.
