Road work approved for world championships route

Summary#

Montréal city council unanimously adopted a decision accepting the borough of Côte-des-Neiges–Notre-Dame-de-Grâce’s offer to design and carry out road resurfacing work on city arterial roads. The decision uses the city charter’s service-offer process; the stated goal is to prepare parts of the 2026 UCI Road World Championships route.

  • The borough will take charge of design and construction on avenue Gatineau, between chemin de la Côte-des-Neiges and avenue Maréchal, and chemin de la Côte-des-Neiges, between avenue Gatineau and avenue Decelles. Both are on the UCI route.
  • The borough will also take charge of work on rue Goyer, between chemin de la Côte-des-Neiges and avenue Decelles. This street is outside the UCI route.
  • The borough’s work includes coordinating with city services, preparing tender documents, overseeing professional services and construction, and related activities.
  • For the two streets on the UCI route, the city’s road infrastructure service will cover the work. The borough will pay the full cost of the rue Goyer work.

What it means for you#

  • People using the streets: The planned work is scheduled for July 20 to August 20, 2026. The decision does not set out traffic closures, detours or transit changes.
  • Residents and businesses: The decision does not require you to apply, pay a fee or take other direct action. The materials do not say how the work will affect access to nearby properties.
  • The borough: It must manage the project budget and schedule, obtain required approvals before work starts, use project funds only for this work, and keep the expenses separate from other borough spending. It must not spend beyond approved credits without prior approval.
  • City services: The borough must meet city service requirements and, if asked, report on progress, spending, schedule, risks and possible ways to reduce them.

Money#

The city’s estimated cost for work on the two UCI-route streets is $570,000, taxes included; no cost estimate is given for rue Goyer.

  • The city will fund its share from the 2026–2035 capital investment program. Any amount above the estimate needs prior approval from the city’s road infrastructure service.
  • The borough has committed to paying the full cost of rue Goyer. The materials give no amount for that work.

What is unclear#

  • The materials do not give the estimated or final cost of the rue Goyer work.
  • The schedule is preliminary. The materials do not give a final construction schedule or describe traffic impacts.
  • This decision accepts a service offer, not a construction contract award. The materials do not give tender results or identify the future contractor.

Case for#

  • City staff say the borough has construction expertise and is best placed to do the work because it is on borough territory.
  • City staff say the work is intended to provide adequate and safe road conditions on the UCI route before the championships.
  • The borough will also fund the rue Goyer work, which is outside the route.

Case against#

  • The cost of the rue Goyer work is not stated, so the borough’s full financial commitment cannot be assessed from these materials.
  • The $570,000 figure is an estimate, not a final cost; spending above it requires prior city approval.
