Borough-led street upgrade approved

Summary#

Montréal’s city council adopted a decision accepting the Plateau-Mont-Royal borough’s offer to design, coordinate and carry out road works on streets in the city’s administrative arterial network. City staff say the goal is to let the borough deliver the work it considers a priority, using its local expertise.

  • The work covers Parthenais Street between Rachel and Sherbrooke streets, and Gauthier Street between avenue des Érables and Parthenais Street.
  • It includes changing the geometry of the Parthenais–Gauthier intersection; rebuilding curbs and sidewalks; preparing infrastructure for a permanent BIXI station; adding planting pits and vegetated bump-outs; and milling and repaving the streets, with related asphalt repairs, adjustments to street fixtures, pavement markings and signs.
  • The borough must ensure lead service connections are replaced before the street work. It must also coordinate required municipal expertise, obtain required approvals and permits, track the budget and schedule, and keep project spending separate from its other expenses.
  • The decision accepts the borough’s offer to deliver the work; it does not award a construction contract. A call for tenders and a construction contract award were planned for 2026.

What it means for you#

  • People using these streets: Work is planned for spring and summer 2026. The decision does not set out traffic detours or other arrangements during construction.
  • Nearby residents and property owners: The project includes replacement of lead service connections before the street work. This decision does not set out how that replacement will be arranged for individual properties.
  • Plateau-Mont-Royal borough: It is responsible for design, coordination and delivery, subject to city requirements. It must not spend beyond authorized credits without prior approval.
  • Public transit users: The decision does not change transit service. City staff say that without accepting the borough’s offer, some STM bus stops on the affected section might not be served.

Money#

The estimated project cost is $2,000,000, taxes included; no final cost is given.

  • The estimate covers professional fees and work, including contingencies and incidental costs.
  • The city’s road-infrastructure service will cover the street and intersection work from available budgets in the 2025–2034 capital program. The Service de l’eau will cover lead service replacements.
  • The planned funding shares are 47% for intersection changes, 12% for Gauthier paving and sidewalk reconstruction, 23% and 11% for Parthenais paving and reconstruction, and 7% for lead service replacements.
  • Any cost above the estimate requires prior approval from the city’s road-infrastructure service.

What is unclear#

  • The final cost, construction contract price and tender results are not yet known.
  • The decision does not give a detailed construction schedule or explain traffic and pedestrian arrangements during the work.
  • It does not explain how residents will be notified about lead service replacements or how individual work will be coordinated.
  • The borough must report on progress when asked, but no regular public reporting schedule is specified.

Case for#

  • City staff say the borough has construction expertise, local knowledge of mobility issues and a strong interest in completing the work. They consider it well placed to carry it out quickly.
  • The project combines street improvements with lead service replacements and work for a permanent BIXI station.
  • City staff say that not accepting the offer could put users’ safety and comfort at risk and could affect service to some bus stops.

Case against#

  • The decision assigns the borough delivery responsibilities, but the final contract cost and tender outcome are not yet available.
  • It requires budget tracking and prior approval for overspending, but progress reporting to the city is required only on request.
  • The decision does not specify how construction will affect access, traffic or bus service while the work is underway.
