Calgary Growth Budget Under Review

Summary#

Calgary City Council adopted a direction on March 31, 2026, for the Glacier Ridge Growth Application (GA2024-008) in Ward 2. It directs City staff to consider the capital and operating investments needed for the application when prioritizing budgets for 2027–2030 and for 2031 onward. The stated goal is to consider whether and when the City can fund infrastructure and services for this growth; the direction does not approve the growth or provide funding.

  • The direction passed 11 to 3. Councillors Kelly, Atkinson and Schmidt voted against.
  • City staff estimate the application could enable about 1,370 homes and 3,650 square metres of commercial space in the North new community sector.
  • The application would advance to budget prioritization, where it would be weighed against other City needs. Development is approved only if investments are included in a Council-approved budget.

What it means for you#

  • Residents and taxpayers: No new tax, fee, service or development approval takes effect through this decision. Any funding would require approval through future budgets.
  • People in the Glacier Ridge area: The direction puts the application’s infrastructure and operating needs into future budget prioritization. It does not guarantee the Mountain View Road NW bridge work or other infrastructure will be funded.
  • City staff: They must consider the required investments in the specified budget-prioritization processes.

Money#

The direction does not approve spending; City staff estimate substantial capital and operating needs, but no funding is committed by this decision.

  • City staff estimate about $389.4 million in capital investment is required: $42.9 million to initiate development and $346.5 million for continued growth. Of the initial amount, $21.84 million is eligible for off-site levy funding.
  • Staff say $267.5 million is anticipated in the 2027–2030 budget cycle for utilities and Bus Rapid Transit infrastructure that would also benefit areas beyond this application.
  • Estimated tax-supported operating funding is about $0.61 million starting in 2027, rising to about $1.1 million by final buildout. Staff project property tax and franchise fee revenue would cover operating costs from 2030 onward, but identify deficits in 2027 and 2028.
  • Staff also model about $3.33 million in annual revenue and $50.38 million in levies at full buildout. These are projections, not money approved by this decision.

What is unclear#

  • Whether any of the investments will be selected for funding, and when.
  • How the investments would be prioritized against other City needs, or how much would come from City funds versus off-site levies.
  • The decision does not set a development timeline or approve the homes, commercial space or specific infrastructure projects.
  • The report says dialogue with interested parties took place, but does not describe that dialogue. Broader engagement occurred during the Glacier Ridge Area Structure Plan process; further engagement is expected at later land-use and outline-plan stages.

Case for#

  • City staff say the application is next to existing and previously approved development, and is less than five kilometres from the Sage Hill transit hub.
  • Staff say the Mountain View Road NW bridge is nearing replacement. Funding consideration could allow a replacement that also improves an important connection for the wider area.
  • The application could enable about 1,370 homes and commercial space, while bringing projected tax, franchise fee and levy revenue.

Case against#

  • City staff say the North sector already has six to nine years of serviced land supply and four to six years of approved but unserviced land—above the City’s target. This application would add about 1,370 homes to the unserviced supply.
  • The estimated capital need is large: $389.4 million, before additional infrastructure such as recreation centres, libraries and schools that staff say is not included in that total.
  • Staff say the site is more than three kilometres from named shops, a school, a recreation centre and a library. They also note that new-community growth typically brings higher greenhouse gas emissions, climate risk and loss of natural assets than redevelopment.
