Order sets Russia-linked tariffs but waives their application
The order sets higher duties on Russian goods and certain countries’ goods, but waives those duties and many related sanctions until further action is deemed appropriate.
Summary
The order sets higher duties on Russian goods and on goods from certain countries linked to Russian oil and gas. However, it waives the application of all duties provided for in the Graham Act and this order, along with many related sanctions and restrictions, until further action is deemed appropriate.
- Rates set in the order: 500% on goods from Russia; 100% on goods from the five largest importers of Russian-origin crude oil and natural gas if they knowingly make new purchases on or after October 18, 2026; and 100% on goods from the five leading facilitators of Russian oil sanctions evasion.
- The order says the waivers remain in effect until the President or Secretary of State determines further action is appropriate.
- The waivers do not affect sanctions and other measures under earlier executive orders addressing specified harmful activities by the Russian government.
