Historic Roadways Protection Act

Full Title:
Historic Roadways Protection Act

Summary#

This bill would stop the Secretary of the Interior (acting through the BLM) from obligating or spending federal funds to finalize or implement certain travel management plans in specified areas of the State of Utah. The ban applies during the “applicable period,” which runs from enactment until the Secretary certifies to Congress that each listed R.S. 2477 court case has been adjudicated. The bill names ten "covered travel management areas" and lists multiple R.S. 2477 cases by county. It also bars implementation of four specifically named travel management plans: Indian Creek (Canyon Rims), San Rafael Desert, San Rafael Swell, and Labyrinth/Gemini Bridges.

What it means for you#

If you live, work, or recreate in the named areas, the Department of the Interior would not be able to use federal money to finish or put into effect the listed travel management plans while the applicable period lasts. The applicable period ends only after the Secretary tells Congress that the listed R.S. 2477 cases have been decided.

Expenses#

The bill prohibits certain federal spending by the Secretary on the covered travel management plans. No publicly available information on net federal costs, savings, or budgetary estimates is included in the bill text or metadata.
