The Elementary and Secondary School Counseling Act is a bill to create a new federal grant program; it does not amend the Elementary and Secondary Education Act (ESEA). Its stated goal is to increase access to school-based mental health providers in high-need public schools. It has been introduced in the Senate but is not law; whether it will pass is uncertain.
The bill authorizes, but does not itself appropriate, $5 billion for fiscal year 2027 and whatever sums may be necessary for each later fiscal year.
