Balance the Highway Trust Fund Act

Summary#

This bill sets yearly limits on how much can be obligated from the Highway Trust Fund for federal highway and highway safety construction programs. The limit for each fiscal year is the net highway receipts most recently estimated by the Secretary of the Treasury. The bill instructs the Secretary of Transportation how to distribute that obligation authority among programs and States, excludes certain administrative amounts and the Bureau of Transportation Statistics from distribution, preserves unobligated balances, and allows redistribution after August 1 if some States cannot use their share. It also applies a similar annual obligation limit to the Mass Transit Account based on the Treasury's most recent net mass transit receipts estimate. A special rule lets obligation authority for transportation research remain available for 4 fiscal years and be treated as additional to future-year obligation limits. The Act takes effect October 1, 2027.
