This bill creates the Recycling Infrastructure and Accessibility Program, a pilot grant program run by the Environmental Protection Agency (EPA). The program will give competitive grants to eligible entities—States, units of local government, Indian Tribes, and public-private partnerships—to improve access to recycling in communities, with a focus on underserved communities. Eligible projects include adding transfer stations, expanding curbside recycling where appropriate, and using public-private partnerships to lower collection and transport costs. Grants may not be used for recycling education. The bill sets minimum grants at $500,000 and maximum grants at $15,000,000. The EPA must establish the program within 18 months and report to Congress about implementation and results. The bill also requires the EPA to collect and publish data and reports on composting and recycling infrastructure and programs, prepare an inventory of materials recovery facilities, estimate program access and use, report on contamination and capture rates, and produce end-market sales information for recyclable materials and compost. The Comptroller General must publish reports every two years until 2033 on Federal agencies’ recycling and composting rates and procurement of recycled or compostable materials. The bill includes protections for confidential information and a prohibition on imposing unfunded mandates.
