This bill directs the Secretary of Transportation to complete a study within 18 months on using pipelines made from composite materials to transport hydrogen and hydrogen blended with natural gas. The study must look at commercially available composite materials, existing tests and data, and any recommended or consensus standards and Federal authorizations. The Secretary must hold a pre-completion public meeting, publish a draft for at least 60 days of public comment, respond to substantive comments, and then hold a post-completion public meeting within 60 days after the comment period ends. Within 18 months after that post-completion meeting, the Secretary must begin a rulemaking that includes a notice of proposed rulemaking to allow use of composite pipelines for hydrogen and hydrogen-natural gas blends.
If this bill becomes law, the Department of Transportation will study composite-material pipelines for hydrogen transport and seek public input. Interested groups and individuals can attend public meetings and submit comments during a public comment period of not less than 60 days. The study and public process must be completed before the department starts a formal rulemaking to consider allowing composite pipelines for hydrogen and hydrogen blended with natural gas.
