Summary#
This bill creates an interest-bearing Treasury account called the Non-Federal Funding Account for the Lower Colorado River Multi-Species Conservation Program. It requires the Secretary of the Treasury to deposit unexpended non-federal contributions made before enactment and any future non-federal contributions into the Fund. The Secretary of the Treasury may invest Fund amounts not needed for current use only in interest-bearing obligations of the United States. Amounts in the Fund and interest earned are available to the Secretary for expenditure without further appropriation, as provided in the Program Documents and the bill. The bill also requires a transfer from the general fund to the new Fund within 90 days for previously contributed amounts and says State Parties will not be responsible for investment losses.
What it means for you#
- If you are a State Party to the Lower Colorado River program: your non-federal contributions will be placed in a Treasury account that can earn interest and will be used for the program as allowed by the Program Documents. State Parties are not responsible for losses from investments made under this account.
- If you are a program manager or federal official: the Secretary can access deposited amounts and interest without additional appropriation, and may invest unneeded funds in U.S. interest-bearing obligations.
- For other people: No publicly available information about direct effects on individuals.
