The transfer includes the lake, Full Moon Dam and its spillway and outlet, Full Moon Ditch and Reservoir Number 10, associated infrastructure, about 45 acres of surrounding land, and the related water rights described in a 1942 Colorado court decree.
If you use Crystal Reservoir for recreation, the City must keep the land open to the public in perpetuity for activities such as fishing and cannot charge a fee for recreational access. The City must take over responsibility for repairs, operation, and maintenance of Full Moon Dam and related infrastructure. The City must also grant the Forest Service easements for existing trails and roads on the land. The City may use the reservoir for storage and releases of water consistent with the water rights and Colorado water law. If the City stops following the terms, the land can revert to the United States at the Secretary's discretion.
The Secretary is required to pay all costs associated with the conveyance, except that the City must pay for any surveys needed to complete the transfer.
