Protecting Small Business Competitions Act

Summary#

This bill would change the Small Business Act to put the "Rule of Two" into law. It says that each contract, task order, or delivery order for buying goods or services that is expected to be worth more than the simplified acquisition threshold must be reserved for small business concerns when the contracting officer reasonably expects (A) to get offers from two or more responsible small businesses and (B) to award the work at a fair market price.
