This bill adds a new subsection to the Small Business Act requiring the Administrator, working with the head of the Office of Veterans Business Development, to provide training and guidance for Federal agencies that have not met the goal under section 15(g)(1)(A)(ii). The training will teach covered agency employees how to increase the number of contracts awarded to small business concerns owned and controlled by service-disabled veterans. The Administrator must issue guidance including best practices within 180 days of enactment. The Administrator must also submit a report to Congress no later than 1 year after enactment and annually after that. Each report must list agencies that failed to meet the referenced goal, the number of trainings provided to each such agency, and an overview of the training content.
If a Federal agency has not met the goal under section 15(g)(1)(A)(ii), covered employees at that agency will receive training and agencies will receive guidance on best practices to increase contract awards to service-disabled veteran–owned small businesses. Congress will get yearly reports naming agencies that missed the goal, how many trainings they received, and what the trainings covered. The Administrator and the Office of Veterans Business Development will run these actions.
