It must include: an analysis of the Initiative's overall effectiveness; a specific analysis of how the Initiative worked during the California wildfires in January 2025; identification of any failures in coverage, roaming, or provider coordination; and recommendations. The bill defines the Mandatory Disaster Response Initiative as the requirements in 47 C.F.R. § 4.17 that apply to facilities-based mobile wireless providers in emergency or disaster situations.
