Sudbury to waive housing development charges for three years
The city expects the fee break and infrastructure upgrades to help unlock 3,320 homes.
Summary
Greater Sudbury plans to eliminate development charges for all housing types for three years, starting March 30, 2026. In return, the city is set to receive up to $45.3 million through the Development Charge Reduction Program, subject to agreements and project approvals.
The funding would support:
- Shifting the Garson East drinking water system from groundwater to the city’s surface water system.
- Upgrading watermains and sanitary sewers in the Maley Drive growth corridor.
The city estimates the fee reduction and infrastructure investment could unlock 3,320 new homes. Development charges alone could be reduced by up to $22,162 per home. Separately, the release says eligible new-home buyers could receive HST relief from April 1, 2026, to March 31, 2027; combined savings could reach $152,162.
Sudbury must contribute at least 10% of project costs. The federal funding also depends on a Canada-Ontario agreement and federal review and approval.
