Add Alex Ovechkin to sanctions

Sign on the House of Commons website

Petitioners ask the Minister of Foreign Affairs to add Alex Ovechkin to Schedule 1 of the Special Economic Measures (Russia) Regulations, impose financial and ownership restrictions, and bar him from Canada indefinitely without exemptions.

Why we would sign this petition

  • Extends sanctions to a high-profile individual the petitioners say publicly supports Russian leadership, aligning measures with existing listings of Putin and Lavrov.
  • Applies financial and ownership restrictions to limit any financial support or channels that could indirectly contribute to violations of Ukraine’s sovereignty.
  • An indefinite entry ban with no exemptions reduces the risk of travel or employment being used to circumvent Canadian measures.

Why we wouldn’t sign this petition

  • Listing a public figure based on alleged support raises legal and evidentiary concerns about whether he directly facilitated violations, which may complicate due process.
  • An indefinite, non‑waivable ban could be disproportionate if the individual’s actions are symbolic or personal rather than materially complicit.
  • Sanctioning a prominent athlete could have diplomatic or sporting repercussions and may foreclose less disruptive, targeted measures.

The summary and both sets of reasons are AI-generated from the petition and given equal weight. Claims are the petitioners’ own; consult the official record for the full text.

Official petition

Petition to the Minister of Foreign Affairs NHL hockey player Alex Ovechkin, a Russian citizen, has long been a supporter of Russian President Vladimir Putin, the architect of Russian aggression against Ukraine; In September 2026, a commercial for Vladimir Putin’s United Russia political party was released showing Alex Ovechkin with other Putin supporters, including Russian Foreign Minister Sergei Lavrov, confirming Alex Ovechkin's continued support for the policies of the Russian government; and Canada has already listed both Sergei Lavrov and Vladimir Putin on the schedule of sanctioned Russians for their role in Russia’s illegal invasion of Ukraine. We, the undersigned, citizens of Canada, call upon the Minister of Foreign Affairs to: 1. Add Alex Ovechkin to Schedule 1 under the Special Economic Measures (Russia) Regulations, as “a person who has engaged in activities that directly or indirectly facilitate, support, provide funding for or contribute to a violation or attempted violation of the sovereignty or territorial integrity of Ukraine”; 2. Ensure that Alex Ovechkin is subject to restrictions on Canadian financial transactions and ownership in accordance with the Regulations; and 3. Work with all relevant ministries and agencies to ensure that Alex Ovechkin is denied entry into Canada indefinitely, and that he will not be granted an exemption to this prohibition for any reason, including for purposes of employment or personal travel.
