Home Care Worker pilots permits

Petitioners ask the Minister of Immigration to allow Home Care Worker Pilots‑2025 applicants to retain legal status and work, create eligibility for bridging/open work permits, and expedite AORs and PR processing.

Why we would sign this petition

  • It would let applicants keep legal status and work, preventing loss of income, employment and housing instability for caregivers and their dependents.
  • A bridging or open work permit would preserve caregivers' incomes and employer continuity, reducing workforce disruption in home care and childcare.
  • Expedited AORs and faster PR processing would restore the pilots’ stated 'one‑step' promise and reduce prolonged uncertainty for applicants.

Why we wouldn’t sign this petition

  • Implementing bridging permits and faster processing requires staff and funding, potentially diverting resources from other immigration streams or services.
  • Extending work rights before PR decisions could prolong temporary status reliance and complicate final admissibility or selection assessments.
  • Policy changes might be less effective than increasing processing capacity or targeted case management to reduce backlogs without new permit categories.

The summary and both sets of reasons are AI-generated from the petition and given equal weight. Claims are the petitioners’ own; consult the official record for the full text.

Official petition

Petition to the Minister of Immigration, Refugees and Citizenship The Home Care Worker Immigration Pilots (Child Care and Home Support), launched on March 31, 2025, were introduced to reduce delays as a faster and smoother “one-step” PR pathway and replace previous caregiver programs with approximately 26-month processing times; The current published processing time of 6+ years under these pilots is unreasonable and contrary to the program’s stated objectives and promises; Most applicants are still waiting for AORs, 14 months after the program’s launch on March 31, 2025 , and despite repeated inquiries through IRCC, webforms, and Members of Parliament, receive only generic responses; meanwhile, even applicants with AORs are reportedly being denied Work Permit extensions or BOWP, causing loss of status, employment, and severe financial hardship and homelessness for caregivers and their dependents; and Currently there is no clear provision for these Pilots for extending Work Permits or obtaining BOWP while PR applications remain under processing, forcing many applicants and dependents out of status, out of employment, or out of Canada. We, the undersigned, residents of Canada, call upon the Minister of Immigration, Refugees and Citizenship to: 1. Establish a clear policy allowing Home Care Worker Immigration Pilots-2025 applicants to maintain legal status and continue working while their PR applications are processed; 2. Create eligibility for BOWPs or similar temporary work permit for eligible applicants under the Pilots; and 3. Expedite issuance of AORs, reduce excessive processing delays, and restore timelines consistent with the program’s stated goal of faster and smoother PR processing.
